To have a perfect town I would think you'd need a save file. If you have an AR MAX DUO, you can download this save file of a perfect town:

I don't think it would be possible with a simple ARDS code. If it was, it would be verrryyyy lonnnggg. There is a guide on how to manually tidy everything up to get it "perfect":
