To have a perfect town I would think you'd need a save file. If you have an AR MAX DUO, you can download this save file of a perfect town:

I don't think it would be possible with a simple ARDS code. If it was, it would be verrryyyy lonnnggg. There is a guide on how to manually tidy everything up to get it "perfect":

yea i was seeded in my gate with a muesum. and i think my house bcuz it wont let me start the game it freezes. it get to the part preperring you for your twn thn it freezes rite there. and i have version v1.1 i think.
