==> SonicHyuga is right (Thanks SonicHyuga), you may need to change dlcsetting.xml to the right directory and file names for RVFOREST.DAT file. Hope it runs after you make that change.

Oh I see now, I thought it made changes directly to the save file on the NAND...thanks

Since DsPet updated the ez_dlc_install I checked if DiiLC was had the wreath. And it does.
