Several comments:
#1) when releasing WiiBrew, I strongly recommend releasing open source. It is a personal preference, but it can educate others (unless it is a very dangerous hack). AFAIK this one is relatively safe.
#2) The program appears to only download the US/NA Nintendo server.
It should be smart enough to get items from the EU or JP servers
http://nwcs.wapp.wii.com/ruu/rvforestdl_us.enc -- US / NA (currently the shopping cart)
http://nwcs.wapp.wii.com/ruu/rvforestdl_jp.enc - Japanese (currently the anniversary cake)
http://nwcs.wapp.wii.com/ruu/rvforestdl_eu.enc - EU / UK / Oz (currently the Wii locker)
Figuring out the most important one and merging it into the gamesave may be a little tricky. The game can handle multiple items but not at the same time (in Japan they released the "white" and "red" team hat on the same day)
These are all official Nintendo servers. You should also warn users that the official Nintendo giveaways are very short lived (usually 2 weeks). Once the Nintendo giveaways are over you won't be able to get them anymore
(and please recommend EZ_DLC_Install, which has a year+ of Nintendo downloads in a single program ;-)
#3) There is no official website for downloading HDLC.
This program uses "http://diilc.googlecode.com/files/rvforestdl_ar.bin" to download custom HDLC.
You should put a warning that you aren't using an official Nintendo server.
If you want to make your own website with custom downloads, that's cool, but please let people know what they are getting into.
I got this when I tired using it for DLC and HDLC...what am I doing wrong?
That's because you are probably using the Savegame Manager. On the root of your SD Card, edit "dlcsetting.xml" and change the path to savegames/0001000052555545/

==> I am still thinking about this (as you know, it has CRC type checking for DLC area, and
for that reason, I am not sure whether you want to make your EZ_DLC tool as an open source application as well).

==> It is designed to download three files everytime the users run it for DLC, one for each region. Did the application only download US file when you test it? And since it has not been tested through the life cycle of DLC distribution, I am currently releasing only the beta version, until it gets more chances to go through (or tested for) different types of DLC distribution.

==> SonicHyuga is right (Thanks SonicHyuga), you may need to change dlcsetting.xml to the right directory and file names for RVFOREST.DAT file. Hope it runs after you make that change.

Since DsPet updated the ez_dlc_install I checked if DiiLC was had the wreath. And it does.
