When I place a partially-grown tree in my ACCF town, will it continue to grow or stay that size forever? I'm trying to create some cool-looking designs that require certain sizes of trees and I'm just wondering.

They will continue to grow. You could write a code to keep these small sized trees in your town permanently, as long as the code is running. That's one way (and possibly the easiest way) to keep the trees that size. Another is to keep importing the save each time.
