Of course. I tried "WiiPet" but it sounded too stupid.

Both ITEM_Tool and LMT have a mode for using gamesaves (starting with the provided 'TestTown').
You run the program on the PC. It updates a gamesave on your PC, on the SD card. You then put it in the Wii, run Homebrew Install, then run the game (with a runtime 'code'). A few minutes later the game runs and your DLC items can use your custom graphics.
Then you make another change, and repeat the process. Many minutes later, you can test the change. Repeat many many times.
But with a USB Gecko, the edit-test cycle takes a few seconds. ITEM_Tool and LMT will paste the commands into WiiRD for you. That is the recommended mode. It is very cool. It is very fast.
So bottom line, if you want to play with custom items I *strongly* recommend you consider getting a USB Gecko. The USB Gecko hardware is cheaper than the AC:CF game disc.
