IMHO: The gamesave editing tools are a bad place to learn programming. Much of the work goes into reverse engineering the file formats and other details of the game written by Nintendo.
It is more fun to write your own game, using a programming language/tool of your choice.
Visual Basic and Delphi are common choices (and available for free or almost free).

FWIW: My tools are written in C++ (NPC_Tool, EZ_DLC_Install etc). For an example of a C/C++ tool editing animal crossing gamesaves, check the source for the old AC:WW Map Editor (http://www.aibohack.com/nds/ac_source.htm ). The gamesave file format is documented too (that's what takes the most time to figure out).
The other tools AFAIK (ACToolkit, PattView) are written in Delphi, a variant of PASCAL.
There is little reason for anyone to release the source code to their AC:CF tools. It can be a lot of extraneous work with a very small audience.
(with one exception: after a year or so, when a program goes 'abandonware')

An accessory OHDLC slot for masks/glasses.
There are three initial items - red demon mask, blue demon mask, and dimentio clown mask
NOTE: since this is a new slot, you can trade this item with non-hackers, but they will only see the first one you send them.
An animated furniture OHDLC slot.
There is only one initial item - the triple spinning poke balls furniture item (now with rounder balls)
