Technically possible (but requires a clever cheat code, or editing the game ISO image)
BUT not worth the hassle IMHO. You would only see it in your town. Visitors over WiFi will only see the standard image.

Try truncating the file to the proper size, edit using ACToolkit, then see if Install works properly (save a backup)

The dlc nintendo distriubutes do they make it and then send it out to everyone or did they already program it into the game so when the time for them to be distribute is right they unlock the item and pete delivers it
Example:A key opens a door
A codes unlocks new dlc over wifi
