    ...

    Zelda? Homebrew?

Did you even download the file? It's a Windows application. And has nothing to do with Zelda...

OT for ACtoolkit, but an interesting future feature:
    > ...The NPC's names are stored in the save file? Why would they do that?
I suspect that's for downloaded content.
In the old AC:WW, there was a single byte for the species. That one byte gave you the name (eg: "Opal"), the default catchphrase (eg: "gronk"), the 3D model and texture/coloring. You could customize the one catchphrase. Very limited.

In AC:CF many things are separate. There are 7 (or 8?) different languages for the name and catchphrase. You can change them all. There are other attributes not yet explored. It also includes the texture map for the 3D model (it looks like the 3D models are fixed, but the coloring is flexible). Ie. you can create new kinds of Elephants, Frogs etc.

See this photo for a mutant Opal (Opal is normally green): http://www.aibohack.com/wii/teaser4.jpg

So you're saying, for example, you can change an animals name? Would it be visible to people over wi-fi?

So if all this is stored in the save file, this means we could potentially modify only a save file and create an entirely new villager: name, catchphrase, texture, and all? (of course, based on a 3D model already there)

    Yes, I've confirmed that works.
The name, catchphrase, and even the texture are sent over WiFi.
(in the old game, they sent a few bytes for the animal species and personality, very boring)

View from host Wii with hacked NPC (WiiBrew gamesave hacked, no runtime codes):

    View from visitor (non-WiiBrew) Wii:

http://www.aibohack.com/wii/teaser_npc_2.jpg - ADULT CONTENT (but it is funny)

(Opal is normally green and named "Opal", Del is normally purple - I swapped their textures)

Even better. You should be able to modify an NPC that is ready to move.
(in AC:WW it was called the "9th neighbor". In AC:CF you can have several of them waiting to move)
Over WiFi you can introduce your 'hacked' new character to other towns. That includes towns running on regular Wiis (no WiiBrew).

BTW: In AC:WW a similar trick was used to get Monkeys (a non-standard species) into other towns for people who didn't have AR hardware.
    ----
This will eventually happen, but IMHO it is low priority for the ACToolkit right now.
If you want to discuss this further, I'll start a new thread tomorrow with some USB Gecko addresses to play around with.

Do you plan on making this compatible with save files that have their save flag removed? I'm currently using Gecko OS and have made a backup of my save using its copy protected flag remover feature.
