Coordinates modifier will allow you to walk anywhere, and real-time world edit will allow you to place an item directly under you.

This is what you do...
For example, let's say you want to put blue roses on your river.
So, you'd turn on the coordinates modifier code and real-time world edit. Then, use the coordinates modifier code to stand on your river. Then, type 0019 and send it, and press L+R+A and blue roses should appear under you.
(be glad that I explained it, I doubt anyone else here would)
If you want to put blue roses on someone else's river, just do what i described above, but after you place the flowers, dig them up and bury another flower.
