re: problems Installing TESTTOWN.DAT
There is nothing special about TESTTOWN.DAT. It is a regular RVFOREST.DAT gamesave. If you can install files changed using any of the other tools (ACToolkit, NPC_Tool, PattView), then you should be able to install TESTTOWN. Gamesave editing basics.
I haven't installed 4.0, so I don't know if that is the cause. If it is broken, it will be broken for everything.
NOTE: also be sure the \WIISAVES\RUUE folder has 5 files in it (not only the RVFOREST.DAT]

Bug fixes for "RUUP" owners (using proper address for WiiRd), ITEM_Tool timestamp problem fixed, LMT more flexible for texture mapping.
IMPORTANT: For EU "RUUP" users with WiiRD, you need to set the RUUP option in the "Finalize Options"
Added additional tutorials. If you've done the first ones, please continue from Tutorial #3.5. That and #5 will hopefully give you enough background to start attacking the 2000+ items in the game (described in #7). If you come up with something cool, please try to convert it to an 'axe' or something similar.

Sometimes when I export data from certain items (Master Sword, Kart, Basic beds, etc.) ITEM_Tool reports "No color palette - using fake 16 color palette"...
Am I doing something wrong, or is this normal for some items...?

Yes this is normal. The coloring/texturing logic used by the game is not well understood so this is a lame placeholder (mostly for LMT so you can move things around, not recolor them). There are other limitations in what the tools understand (eg: only 16 color textures). If you examine the 2000+ built in items with ITEM_Tool and LMT you will find many of them are more complicated to edit.
