Because there is no tip in-game, you have to add it yourself. :) King Zanto, THOSE ARE AWESOME! If you could...make a white one, and add the little hair things on the purple one, and take the ears from the Hero's Cap and add it to the yellow cap to make the ears, or just make them yourself. It doesn't work that way (for 2 reasons).
It hasn't been released as a DLC (OHDLC or otherwise) yet. It is available as a BRRES file you can use with the ITEMTOOL patch. You will only see it in your town.
If/when it is released as a DLC item, it will overlap with the first hat slot. You probably already have the ShinyBluePikmin hat fitting that slot.
