The European regions just got a new DLC called the 'snowman vanity'. Hex value is C90C. For whatever reason Nintendo sent out the red nose item (already in game..) to the Korean region. DsPet, are you going to count the red nose as a DLC and put it in ez_dlc_install?

No. I don't consider them "DLC". They are giveaways. They have done this in the past.
Use DiiLC to get download data including built in items and letters from the server (assuming it works the way it should)
Of course you can always use the other AC:CF tools to get the same effect (long after the server data goes away)
Use ACToolkit to add the item to your gamesave. If you want, use PattView to fake up the letter.

No, the sound synthesis is not well enough understood to hack like that. Also it would only work in your local game since the songs come from the game disc.
My advice: use your iPod (or other MP3 player) to play your favorite music when playing the game.
