Add City Folk Codes From Computer

I was wondering if it's possible to make a program where you can extract your Animal Crossing City Folk save-game from the Wii using Homebrew and save-game installer/extractor and then open the save file on your computer that will let you edit your friend code roster. Allowing you to add/remove codes and then save the changes and install the save-game back to the Wii and when you load into Animal Crossing City Folk the changes would be made.

I was just thinking how handy a tool like this could be for those that love to actively WiFi and sometimes it can be a pain to add codes from the Wii because most people meet friends on sites like this or on another site and being able to copy someone code and then paste it into a program like that would be an awesome tool.

Let me know if this is possible and if it is if there's anyone I should contact that would like to make an attempt at making this. If this is already an idea that someone thought up and it's not possible let me know.
