Try installing the IOS30 v10 and if preloader still doesnt work install the original IOS. Btw: The original IOS is a wad so I included the HBC Wad manger app. xD
Just try running waninkokos ios downgrader. Or Trucha Bug Restorer before trying to install preloader. The fakesigning bug is aka trucha. But i think the ios downgrader requires a cios to be installed also.
Edit: Sora that original IOS wad is kinda copyright nintendo material. I'd remove it ;).
