    with usb gecko (connecting to pc)
    But there is a code with which you can da it without usb gecko.

    Not sure if DsPet "approved" it or what exactly you mean by that, Conanac created and released it. But the blue carnations are officially a permanent HDLC.

    The tutorial for ITEM_Tool is here: http://www.aibohack.com/wii/itemtool.htm (USB Gecko version), and http://www.aibohack.com/wii/itemtool_slow.htm (non Gecko, WiiBrew with cheat code version). WARNING: abandonware (ie. they work, but don't expect any future improvements)

    Once out in the wild, even to a few friends, they become permanent.
    The latest EZ_DLC_Install release (.2 bb) supports them.
    You can't catalog them or buy them from Nook, so giveaways from hackers are the only way to obtain them.
    [FWIW: all my planned future DLC will be catalogable for easy sharing]
