You need to get it from someone else. I think TTI works after you get it from someone else.

Installed in a different location in the gamesave (I don't know if that is significant)

That isn't true. I just entered it into the TTI and a present appeared in my inventory. I opened it, and it was a top. I haven't wifid with anyone today, I just woke up XD.

Looks like all DLC items are actually in the save file. Maybe it takes nintendo to release some kind of code to make it show its self? Like its area51 hidden untill they awaken it.

edit: as soon as i used txt to item and went to my pocket my game froze.

What he said is true, you prob got it through wiiconnect24. It was also released last night btw.
